Keeping the best and Maintaining Quality as the Goal
In 1993 preparations were started to revitalize the commercial location Westerpark.
The eighty year old site was in a downward spiral and needed redevelopment.
In addition employment opportunities in the area needed to be increased.
The aim was to retain most of the existing businesses and develop new uses for the location, in 2003 the revitalization was completed.
The old ‘Maggi factory’ was demolished first, t hen projects took place to completely redevelop the location piece by piece.
Several running businesses were smoothly moved or transferred to new buildings in the location with little business impact.
Furthermore the potential uses open to the location were expanded after redevelopment making it attractive to more businesses.
This was a direct result of the expansion and increased diversity.
The co-operation between WesterPark town council and “Bedrijvenhuis” was a critical success factor in making the project a success.

Key Requirements
On December 20, 1994 the Town Council and Bedrijvenhuis approved the development plan that detailed several quality requirements and conditions of the re-development.
Example of some Quality requirements
- Space between buildings not to be used for storage.
- Meet minimum building heights for Haarlemmerweg and Van Slingeland Street
- More opportunities for the establishment of purpose built retail and office buildings.
The limitations, conditions and compliance requirements for redevelopment are specified in the Town planning documents.
Purpose: Transformation of the existing site into a modern commercial location.
End is a new Start
In June 1995 both parties put the finishing touches to the development agreement, in which the obligations of the parties and obligations to be met to other dependent or related agreements were specified.
The Maggi / Nestle and Numan Blikemfabrieken were acquired and handed over to the town council, after which the permission to commence development was given to Bedrijvenhuis.
Several evening meetings between the Town Council and Bedrijvenhuis were made to make sure that the correct communication was given to the surrounding businesses and residents.
Several times a year a news Bulletin was produced and distributed by Bedrijvenhuis to maintain personal contact with the key stake holders of the existing businesses and residents on and surrounding the commercial location.

Every building is a separate project
Intensive communication between the district and the developer is continued between all parties:
Close co-operation is required for the design and implementation of the buildings between all parties, these include:
- The architect
- Town planners
- The builders
Each building is a separate project.
In parallel with the building is the demolition of the old Maggi / Nestle buildings.
Moving, demolition and reconstruction
Demolition started together with the first project and the construction of the community Dump.
Construction of the buildings could only start after Autoschadebedrijf Snijders was moved.
This was the start of a domino effect. The existing businesses on the site were relocated to a completed section. The empty buildings were demolished and replaced by new buildings.
The Council and Bedrijvenhuis worked closely on every activity. At this stage the companies are taken through a financial process that includes incentives, making it easier and more attractive for them to relocate within the development area.
- Westerpark Council are responsible for purchasing
- Bedrijvenhuis is responsible for claims settlement and engaging companies after intensive discussion, evaluating proposals and facilitating bidding between suppliers.
A result to be proud of
In 2003 the reprofiling of the commercial area Westerpark is complete. Several of the existing businesses have been relocated to the new location.
The location is now meeting the demands of several new requirements including:
- Large Retailers
- Parking garage
- Child day care
A substantial investment has been made in the high value development.
A more representative impression and atmosphere has been achieved,
This has been achieved while keeping all stakeholders satisfied and meeting expectations of :
- The users
- The residents
- The council Westerpark and Bedrijvenhuis.
Westerpark has changed with
- New Vitality
- The quality and image of the Neighbourhood has improved
- New shops, offices, showrooms and more have arrived
- Westerpark has regained its role as an active part of the community
Bottom line is that Westerpark is now ready for the future.
